Peace, education, beauty, love, welfare, security, etc. are only instruments to achieve human happiness. If we tried we would have a wonderful world at very low cost. Perhaps a step would be to create a World University of Happiness and to place the subject on the agenda of the United Nations. The drafters of the US Constitution did not shy from the word: the main purpose of the Constitution was the "pursuit of happiness". The World Constitution we so desperately need should have the same goal. Incidentally, American surveys show that in spite of a two-fold increase in per capita spending for personal consumption, the number of Americans describing themselves as "very happy" is not larger than it was in 1957. It has fluctuated at the one-third level ever since.
