World Federalism is often accused to be an invitation to world dictatorship. Well, the US federal system has never produced a dictator and the same is true of all other federations in the world. 
 
Look instead at the dictators produced by national sovereign states, the Hitlers, the Mussolinis and many others. 
 
History and experience prove that federations are a guaranty against dictatorship.

[GMW #4067] Ending The Violence Of Highly Civilized - White - Countries & All Other Countries Idea Dream - Robert Muller's Ideas 3001 to 4000

Regarding situations of violence I remember these three:

1. We lived in a very poor street of a French city on the border with Germany in Alsace- Lorraine. Many very poor workers families lived there. My father had started a little hatmaking shop there. We were very poor too. What really shocked me was the fact that when the workers were paid on Saturday and came home from the factory, they went to the bar and they drank a lot. Then one could hear some of them beating their wives late in the evening. Perhaps these workers were looking for an escape from their miseries by drinking. They felt good as a result of the alcohol but then it had this dismal effect on them. Thank God our father did not drink and we were spared that misery in our family.

2. In September 1939, after having been refugees already in 1938, we were again asked to leave our homes within a few hours. I was sitting in my attic high up in our house reading romantic literature. My mother came up and said to me, "Son, wrap a few clothes of yours. We have to evacuate the city by twelve o'clock. Do it right away. There is no moment to lose." I answered her, "What do I have to do with Mr. Hitler and his wars? I am entitled to my happiness and will not change my life because of the insane dreams of this madman." My mother looked at me, had no comment, but slapped me in the face almost knocking me out. And she left the room. I had gotten her message!

3. Then there were the horrors I saw in World War II, especially by the Nazis. I remember seeing the dead remains of French prisoners they had burned alive. The dead bones of their hands and legs were bound with barbed wire! We of the French Resistance were not very good either. When we captured a German or a French collaborator we forced the head of the man or the woman into a bucket of water until they suffocated. And we repeated this until they told the truth, denounced other collaborators.

And all this was happening between two highly civilized, white countries, France and Germany.

These words uttered by 96 years old Pablo Casals have been a great guide in my life:

Now, that child acquires a responsibility: `Yes, it is true, I am a miracle. I am a miracle like a tree is a miracle, like a flower is a miracle. Now, if I am a miracle, can I do a bad thing?  No, I can't, because I am a miracle."

"God, Nature. I call God Nature, or Nature God. And then comes this other thought:

I am a miracle that God or Nature has made.  Could I kill?  Could I kill someone?  No, I can't.  Or another human being who is a child like me, can he kill me?  I think that this theory can help to bring forth another way of thinking in the world. The world today is bad; it is a bad world.  And it is because they don't talk to the children in the way that the children need."

[GMW #3205] International Security For A Peaceful Better World Idea Dream - Robert Muller's Ideas 3001 to 3500

The United Nations owe their birth to the leadership of two great men, Churchill and Roosevelt, later joined by Stalin. They met in Teheran and Yalta to decide how to smash Hitler, but also to plan for a peaceful, better world after the war. They asked the heads of their armies to come up with a post-war world security system. They did it and proposed an International Security Organization (ISO) which was then later reduced to a weak Security Council within a vaster United Nations.

I recommend that the original ISO plan of the militaries be resuscitated and re-examined by the leaders of nations after fifty-five years of mixed results of the UN Security Council. We owe it to the peace of future generations in the 21st century and 3rd millennium. The result might be quite surprising. Indeed, why not create an International Security Organization incorporating NATO and SEATO now that the cold war is over?

A Boy's Letter to a Prime Minister

Someone wrote to me: "Dear Mr. Muller, I love your book of 2000 Ideas but what can I do?  I am a nobody, having a very low, minor job in a big firm.  You were lucky to have a great life in high positions allowing you to know the whole world.  You are still a big shot even if it is only for one dollar a year.  I cannot do anything and am very frustrated, unhappy with my life.  To read you made me even unhappier and frustrated."

I wrote him back: "Well, I have my frustrations too, e.g. that so few of my books are being read and so few of my ideas implemented.  I am 77 years old and I could easily give up.  But when that thought occurs to me, I remember a story from my youth which lifts me up again and prevents me from giving up.  It is a letter which I wrote when I was a refugee at the age of sixteen, with my father being mobilized in the French Army, my mother without barely any resources and my studies and normal life interrupted.  Here it is:

Never Fail To Denounce An Injustice To The Person At The Top

I have drawn two important lessons from this anecdote:

First — if you see an injustice, do not wait for a better world; denounce it right away to the person at the top, even if you have little chance of being heard; you will at least feel better and sometimes you might even get results.

Secondly — when I became myself a close collaborator of three Secretaries-General of the UN, I made it a point to ensure that worthy letters written by humble, well-intentioned people were always seen by them, acted upon and answered.  The right to complain and to receive a reply should be made a basic human right, for government is here for the people and not for the tranquillity of the bureaucrats.

Later I learned that President John Kennedy set the rule that every hundredth letter from the vast amount of mail a President receives every day from citizens be handed to him unopened, so that he could read it and keep in touch with his people.  This good practice should be adopted by the heads of state of all countries of the world.  It would break the barriers which their entourage usually builds around them under the pretext of protecting their time.  And in the year 2001, at the UN University for Peace and Earth Council in demilitarized Costa Rica, I was happy to learn that a position of Ombudsman would be created to receive unattended complaints from people all over the world.  May God bless the incumbent of that new position. 

And may my story encourage people to write to their heads of state and parliamentarians.

I often feel that my life is a lamp: a temporary container filled with light, a flow of energy, condensed and held together for a while in a mysterious, marvelous living cosmos linked with the rest of the Earth and the heavens through material, touchable, and immaterial, invisible ties.  Someday the lamp will extinguish. 

The material elements will be reabsorbed and reborn by Mother Earth in her flows of life and energy.  The immaterial elements will return to a universal pool to be reborn in other forms on this planet or elsewhere in the universe. 

My light will shine brightest, longest and happily if I take good care both of my material and immaterial forms, i.e. my body, my mind, my heart and my soul.
