Generals who are against nuclear armaments
should draft a World Security System as
requested in the United Nations Charter but
left unimplemented by the Security Council.
It would be a tremendous contribution to
humanity. They could start their work by
examining the World Security Organization Plan
proposed by the allied military heads of
armies for the Teheran Conference before the
end of World War II.
