The United Nations has done a great work for human rights. 

But the time has also come to raise the question of human duties and responsibilities. 

I am glad that an International Council of Human Duties has been created in Trieste, Italy, under the chairwomanship of Professora Rita Levi Montalcini.  The Declaration will be submitted to a youth conference in San Francisco on the fiftieth anniversary of the signing of the UN Charter.  I signed the Declaration with delight. 

I recommend that the UN celebrate in 1998 the 50th anniversary of the adoption of the Universal Declaration of Human Rights and begin work on the adoption of a Universal Declaration of Human Duties and Responsibilities.

IT IS THE DUTY OF EVERY HUMAN BEING TO:
1.  respect human dignity as well as ethnic, cultural and religious diversity
