2.  Establishment of an Independent World Commission on Democracy

It is high time to review the concept of democracy which has been largely replaced by the rule of moneycracy, corporatecracy, powercracy. 

Even elected Parliamentarians, once they work with central governments, often do the contrary of what the people expect from them.

World public opinion polls and referenda should be held. 

If one were held on nuclear armaments, the overwhelming majority of people would ask for their elimination.  And yet, governments do not do it.
