September 1998 I am glad that three good things are happening regarding democracy: 1. the holding of a first international conference on direct democracy in the Czech Republic in August of this year; 2. the establishment by UNESCO of a Panel of personalities on democracy, headed by former UN Secretary General Boutros B. Ghali; 3. the holding of a Peoples' Assembly 2000, accompanying the UN General Assembly 2000 at the heads of states level.
