I recommend that the UN prepare a simple, comprehensive survey of the ratification, entry into force and implementation of all existing international agreements and treaties. It would show for example that of the 117 international labor agreements worked out in the International Labor Organization, the US has ratified only 7 and that the agreement reached in the UN General Assembly to create in demilitarized Costa Rica the first University for Peace on this planet, has been ratified after 14 years by only 32 governments out of 185. I suggest that a World Commission of Eminent Persons be established on the implementation of international agreements. * |
