Governments in a total review of their territories should
establish these categories:
1. Off limits (OL) areas where no 'development' whatsoever is allowed to take place 2. Moderate development (MD) where moderate development would be allowed 3. Open to development (OD) This would be closely associated with an overall intelligent, nature-conscious human settlements policy. Information should be submitted by all governments to the UN to give the world a yearly, global view of where we stand.
