Instead, an all-out effort should be made to reduce and eliminate them. It would be incomprehensible if in the United States five states, say New York, California, Texas, Florida and Alaska, would have the veto power. It is as incomprehensible for the world. As a compromise I recommend that existing veto powers be given a maximum number of vetoes (say 10), after which they would lose that privilege. * |
