[GMW #4245] Nurture A Peaceful, Democratic, Globally Well Managed Planet That A Few Nation's Tactics Do Not Thwart Idea Dream - Robert Muller's Ideas 3001 to 4000

I wish that a scholar or institute of international affairs would publish a comprehensive work on rights and tactics governments use when they do not like a decision or action by the United Nations.  Here are a few categories:

Outright opposition
The use of the veto power by veto countries
This is used or threatened against any proposal or need for a charter review or action that does not please them.

Delaying tactics
For example, all the delays in agreeing to a human rights charter of the world's indigenous people or the delays imposed on the adoption of the Earth Charter and there are many other examples.

Water down tactics
Example, the watering down over the years of the proposals of Malta for a world law and regulation, protection of the seas and oceans.  The ratification by the United States took place only after very little of the original proposals was left.

Non-paying tactics
e.g. Non-payment or delayed payments of dues to the United Nations budget.

Destruction tactics
Conditions to the election of the UN Secretary General only if he approves and decides to abolish certain UN initiatives, activities or offices. For example, the abolition of the Center on Multinational Corporations in the case of the election of Mr. Boutros Ghali.

One wonders how we can obtain a peaceful, democratic, globally well-managed planet under such conditions.
