They became quickly popular and governments even like them. Why not consider a similar peoples' General Assembly*, a peoples' Security Council, a peoples' Economic and Social Council, a peoples' International Court of Justice? Thanks to the recent birth of a global consciousness, the number of optimistic scientists begins to outnumber the pessimists.
