Margaret Mead, the anthropologist, launched the idea of holding peoples' non-governmental conferences parallel to official United Nations world conferences. They became quickly popular and governments even like them. Why not consider a similar peoples' General Assembly*, a peoples' Security Council, a peoples' Economic and Social Council, a peoples' International Court of Justice? Note: *June 1995: I was glad and honored to serve as the Chairman of the first Peoples' Assembly during the 50th anniversary of the signing of the UN Charter in San Francisco.
