Introduction Letter to former Presidents Jimmy Carter and Michael Gorbachev

I am writing to you as someone who in World War II saw the most horrible killings and atrocities, and who has since spent my entire adult life working for peace and a better world in the United Nations. You will find my biography at the beginning of the enclosed document The Absolute, Urgent Need for Proper Earth Government.

Alas, after more than half a century, the world is still in deep disarray, aggravated by several unprecedented global problems confronting us.

I feel that at this beginning of a new millennium a great miracle must happen, an audacious, bold, inspiring initiative by one or several world leaders to break the deadlock and give renewed hope to humanity.

I believe that you, President Carter, who placed peace above anything else, and you, President Gorbachev, who ended the cold war, are two great souls who could show humanity a new way, give us hope and a bold, exciting new vision.

What would be a concrete way to provoke a miracle?  What did you have in common beyond your love and soul for a peaceful and happy humanity? It was that you were the heads of the two biggest federations on Earth, the United States of America and the Union of Soviet Socialist Republics. What if, after the miraculous birth of the European Union, you would propose that political leaders and parliaments should engage in the creation of a World Union, a Federation of the Earth, a Union of World Republics or a United States of the Earth?

I attach a brief summary of the situation which prevailed in what is now the United States in 1787, when George Washington took his bold initiative. The situation of the world today is of the same nature but greatly aggravated in depth and complexity, and now world-wide in geographic scope.

You could become the George Washington, creator of the United States, and Robert Schuman, father of the European Union, but for the entire world! I enclose as an example the story of the Great American Precedent. There are various ways of doing it. I recommend that you meet and examine the ways and possibilities. You could meet anywhere in the world. The UN University for Peace in Costa Rica on a sacred hill from which, according to indigenous prophecy, a civilization of peace will extend to the entire world would be honored to be your host.

This is, dear Presidents Carter and Gorbachev, my cri du coeur, the appeal from the innermost of my heart.  The creation of the United States and of the European Union are proof that it can be done. Main factors are the audacity and love of great visionaries like you, as were George Washington and Robert Schuman.

I pray God that He will inspire you, that the miseries still prevailing in the world will move you and that your decision to meet and give a new vision and way to the world will make you even more famous and admired than you already are.

The United States of America is taken for granted today while a United States of the World is considered unthinkable, impossible. Well, let us be reminded that in 1787, when the representatives from the Colonies argued whether or not to write a common Constitution the following situation prevailed:

troops under General Washington refused to pledge loyalty to the United States because they said, "Virginia is our country."

Maryland and Virginia argued over oyster and crab harvesting rights in the Potomac River.

Nine states had their own navy.

New York protected its fuel interests by putting a tariff on wood from Connecticut and its farmers by levying a tariff on New Jersey butter.

Settlers from Connecticut were attacked by Pennsylvania's army for crossing its borders.

Virginians objected to paying taxes to the union of states because, "that smells like parliament."

Merchants in Philadelphia would not accept New Jersey's money.
