emergency or
siege of the
Earth: collect
and enact
world-wide
measures
similar to
those decreed
during the
numerous
national wars
when states of
siege were
pronounced and
all citizens
and
institutions
compelled by
law to reduce
their
consumption
and to
conserve
resources.
