Given our slowness to react to many, rapidly mounting global,
evolutionary problems which might create havoc if unattended, I
recommend that Global Emergencies Units be created in the office
of the UN Secretary General, of all world agencies and of all
heads of state. Global Emergencies Commissions should also be
created in all Parliaments.
