A world Marshall Plan is needed for rural rehabilitation, resettlement and the deconcentration of big cities. The new "miniloans" of the World Bank should be directed massively to rural areas where peasants have great difficulties to obtain loans at reasonable conditions. How happy humanity would be if after a thousand years of television someone invented books!
