One thing which is badly missing in humanity is a World Organization of Penalties, to start with the death penalty. There is such an incredible confusion in this most vital field, namely how to improve justice and human relations by the menace of and actual punishments, by rehabilitation, etc. Humanity would gain a lot from the creation of such an organization.
