Yes, that is the a great pity on the eve of a new century and so challenging millennium. Many concrete ideas, proposals and plans should have been spelled out in this declaration on "how to deal with the global problems, challenges and opportunity confronting humanity". Future generations reading this declaration will not understand that no head of state had the courage to come forth with any audacious, forward-looking proposals.
