Parliamentarians, the elected representatives of the people, must absolutely be brought closer if not right in the middle of the world agencies. The fate of the Earth and of humanity cannot be left one hundred percent in the hands of national executives.

This cannot continue. Given the importance of global problems, parliamentarians must be well informed and actively contribute to the work of these agencies.

Rather than wait for the creation of a United Nations Consultative Parliament, the Inter-Parliamentary Union could be made immediately the Parliamentary Assembly of the United Nations and its family of 32 specialized agencies and world programs. Let us aim at that for adoption and entry into force during the year 2000.
