10. Regarding the world population explosion, I would recommend: 1. that the Population Division and the joint UN Development/UN Fund for Population Activities be forthwith merged and upgraded into a World Population Agency, a full specialized agency of the UN; 2. that this agency be given vast resources to obtain urgently a stable world population; 3. that the Agency establish a World Population Aid Program to distribute freely and massively condoms and birth controls and proper information on their use; 4. that each government should create a Population Ministry with the urgent task to obtain a rapid stabilization of the population of each country; 5. that the new Agency offer its services to help countries achieve a consensus on what proper level the stable population should be.
