I like the ideas proposed by Dr. Klaus Schlichtmann to the Permanent Representative of Germany to the UN, namely to include in UN reform the proposal that nation-states would limit their national sovereignty in favor of "a United Nations security sovereignty".

He cites as a first step in this direction the provision in the Japanese Constitution abolishing war as a sovereign right of the nation.

The subject should be inscribed on the agenda of the UN upgrading as we enter a new century and millennium.

A study of military training and peace education in the world would also reveal that while the militaries are both educated and "trained", peacemakers are not. 

The Institute of Peace in Washington which was originally conceived as a West Point for the training of peacemakers, was accepted by President Reagan on the condition that it would only produce peace studies but not educate or train peacemakers. 

The UN University in Tokyo was agreed upon by the US only on the specific condition that it would be limited to studies.  And the UN University for Peace in Costa Rica was ratified by only a handful of governments and financed by almost none of them, as a result of which it is practically without students. 

Neither in national Universities can one find any training of peacemakers. 

Napoleon was a genius when he decided that he would not send his militaries to Universities, but would create special military "academies" to train them and prepare them for war.  This situation still prevails today.

If I were the Secretary General of the UN, I would create a special unit in the Secretariat to follow and report on the implementation of decisions by the UN organs. 

All too many decisions agreed to by governments are not implemented, especially not by the big powers, which then call the UN a paper mill.  The overall results should be published each year in a major report by the Secretary General calling a spade a spade. 

There is always talk about a necessary reform of the UN, but seldom of the reform of the behavior of governments.

In the end, it is all a question of "will for life", of  "passion for life", of our decision to open our mind, eyes and hearts immensely and intensely to Creation, from a flower and sunrise to God and the universe.

I recommend that following the example of Costa Rica which had the courage to demilitarize itself, one country on Earth should be the first to de-advertise itself. 

It would be equivalent to demilitarization, since the main war is now the war against the Earth and advertisers and marketers are the new militaries.  The UN must absolutely convene a world conference on advertising and marketing to put order in this new calamity.

Develop the art of positive living down to the last detail of your life. 

Close yourself totally to any negative thoughts and feelings. 

Be positive at every moment of your daily life until negativism keeps away from you as from an impregnable fortress.  It can be done. 

Try it and practice it to perfection.

While I was autographing My Testament to the United Nations  for the new Ambassador of Costa Rica to the UN, Mr. Bernd Niehaus, Barbara proposed that a yearly prize be given to the most loyal and active servant of the world and of the United Nations.  In her view, I should be the first to receive it in the year 2000.

This diplomat with whom I am working is already finished:  his eyes are sad, his cheeks are sagging, his color is yellow, his shoulders are collapsed, his walk is sluggish, his hair is sickish, he smokes incessantly and talks pessimistically.  I am sure he also drinks. 

He is no longer a human being who really wants to live.  The nerve of life has abandoned him.  His whole being has said good-bye to the world.  What a pity! 

Will I be able to help him, to awaken him?  I must try.

Idea of the week.

"I wanted my 5 yr old son and 18 month old twins to truely understand what the act of giving was all about, especially at Christmas time. So, I made a list of people that were less likely to recieve gifts or love and let my son chose who we could give gifts to.

He chose homeless people.

We purchased some large inexpensive gift bags and filled them with canned goods, warm socks, toothbrushes, bars of soap, candy bars, and many other surprises. The best surprise was when my son came in with his piggy bank and said they could have his money. We filled several plastic bags with the coins and I slipped in a few dollar bills and added them to the gift bags. We then put all the gift bags in the trunk of the car.

A few days later, we saw a homeless person pushing a cart. We pulled over and we gave the bag to the man.

He started to cry when we wished him Merry Christmas. I have never forgotten the look of gratitude on his face and neither has my son. We have now done this for three years at my son's request." -- Anon

If our miraculous paradise of land adjacent to the University for Peace should ever be used for a human purpose I wish that it should become a center of enlightenment, of inspiration, of elevation, a school and spiritual center for heads of states and leaders of institutions. 

It would thus help fulfill God Rasur's prophecy that from that hill a civilization of peace will extend to the entire world.

A wise lady who at the age of 84 was still organizing each year a UN Day of Prayer on 24 October in her city of St. Augustine, Florida, always stamped these appropriate words by Edmund Burke on her mail:
"All that is necessary for evil to flourish is that good people do nothing."
We should all stamp on our mail some positive, inspiring saying which will help good and happiness prevail on Earth.

The American author Ralph Waldo Emerson wrote: "Every great and commanding moment in the annals of the world is the triumph of some enthusiasm."

The trouble at the end of the twentieth century is that our predominant enthusiasm is for business, money, even more consumption, and acquisition of ever more "goods" and wealth.

Human enthusiasm in the 21st century should be for our wonderful planet Earth and the fulfillment of the miracle of human life.  It should be an enthusiasm of love, coming from the heart (en theos, God in us).

One day I was delivering a lecture on the positive elements of humanity's future to a group of missionaries.

When I finished, one of them complained that my optimism was hard to believe.  Could I please give my reasons for it.  The audience seemed to be in accord and was eagerly expecting my reply.  I put on a surprised face, looked at him sternly and after a moment of calculated silence uttered these words:

'This is the last question I would have expected from you.  How can you address to a layman a question which is in your domain, namely that of spirituality, of the "miracle of faith"?  I am tempted to ask you to explain it to me, for the mysterious power of faith is at the core of your religious life as it is of my world servant's life.  But you had 2000 years of experience while I had only a few decades."

I learned a great lesson that evening.  Never before had I thought of the real depth and significance of these momentous words:  "the miracle of faith".

Humanity, governments and the UN should explore and propose a whole body of incentives for people and institutions to consume less.  For example, families and firms who would submit bills showing how little electricity or water they used per capita would be given tax reductions. 

Yes, a whole new field should be explored: fiscal incentives for less consumption in order to save the Earth. 

And fiscal penalties should be established against firms producing useless packaging and harmful products to humans and to the Earth.

This prophecy will soon become a reality.
