In my view the subject of institutions has been given insufficient attention by humanity. 

Institutions and laws are probably the two most important factors of governing and organizing human groups and societies.  And institutions and laws must be constantly adapted and changed to respond to new problems, needs and evolutionary requirements. 

This is true today at all levels, local, provincial, regional, national, continental and global. 

I propose that a World University of Institutions be created.
