Such an agency could produce wonders. Just to give one example: the almost twenty small countries which are demilitarized could be a model for other small countries to demilitarize and not to spend money on armaments and militaries. This would be of great benefit to these countries. They would become more prosperous, as is Costa Rica in the middle of the poverty of the rest of the militarized Central American Republics. So much could be done. It was proposed several times in the United Nations, but the big powers never got along with the idea. They want to produce armaments, to export armaments, to make money and there is nothing that can make them change their minds except to start discussing proper Earth government, a Federal Republic of the Earth or a World Union like the European Union.
