pinpointing and implementation of human duties and
responsibilities. Next to the UN Department and Office of the High
Commissioner for Human Rights there should be created a UN
Department or Office of a High Commissioner for Duties and
Responsibilities. It should start first and foremost with the
duties and responsibilities of nations.
