In the middle of World War II, President Franklin Roosevelt created a Post War Program Committee which outlined the first plans for the United Nations.

I recommend:
  • that each government should establish a 21st century–3rd millennium Program Committee as part of the world-wide preparation and celebration of the year 2000.
  • that a 21st century–3rd millennium Program Committee be established by the General Assembly of the UN.
