Why not require that each nation-member of the United Nations (there are 185 of them) must offer two scholarships each year to young men or women to study and be trained as peacemakers at the UN University for Peace? This would mean a jump in the enrollment of students at that University from 60 in 1994, 20 in 1995 to 370 in future years.
