Only 36 governments out of 189 have ratified the UN document creating the UN University for Peace in demilitarized Costa Rica and one can count on one hand those which have made modest contributions to it. Moreover, at the request of western governments, the United Nations is not allowed to give the University financial support, the thesis being that since the University is an independent institution with academic freedom it should also have the freedom of finding its own resources. The creation of a Nobel Prize for Happiness. 7. The creation of many philanthropic awards and prizes to individuals, groups and institutions who contribute greatly to world happiness.
