Article 22 of the Costa Rican constitution engraved on the peace monument of the UN University of Peace comes close to that: "Se proscribe el ejercito como institucion permanente." "The army is prohibited as a permanent institution." May all countries of Earth follow these great examples of Japan and Costa Rica. I'm glad that already in 1991 UNESCO sponsored a colloquium on the subject 'From Politics to Planetics' in which the office of the Prime Minister of France and the French National Foundation of Political Sciences participated. I urge that this linguistic progress be adopted world-wide. It would create a much needed new consciousness of our place and role on this Earth. The United 20 Nations should be the first to give the good example and transform its Department of Political Affairs into a Department of Planetics or Planet Earth Affairs. It is for me therefore ununderstandable that we do not have more concern for the future, that there exist no Ministries of the Future in all governments. And when the United Nations recommends actions and treaties to save the future they are by and large not accepted, not ratified or not implemented. Future generations, if any, will hold this terribly against us. They will never understand our shortsightedness and wrong human role and behavior today. The tremendous truth is that we can change a deep re-orientation of our inwards. We can become truly new persons. We work at living out our days in our selfless. We are acculturated to refuse to meet our God within us. Our self exaltation screens us off on our side from God after the manner of a one-way mirror." This is a little complicated but I believe that it is basically right. We must cross the borders within ourselves and also with the external world, including the infinite heavens and infinite time. This is the meaning of the spirituality of all the great religions. All are saying that we are children of God, cosmic beings.
